Okay, so I just finished rereading the entire strip (again). But something caught my eye this time. In my IRL tabletop setting (which has been running almost as long as Darths and Droids) one of the players ended up coming up with ideas for a campaign in the universe, and co-DMed it, including playing the dragon. But at the start, we didn't know just how much she was involved in the planning, despite her slowly playing more and more critical NPCs.
Now looking back at VII and VIII's events so far, I feel as though Sally has to be doing the same thing. I think the villain's plot for the sequel trilogy is heavily based on a proposal she specifically brought to the DM (including the character of Snoke), and the reason she's been so quiet is that she's pulled an Annie, constantly plotting with him in the background. In addition, she's been working with Ben from the start.

Notable evidence:
- She expressed no surprise (or anything) at playing Snoke, took one look at the notes, and did a fantastic job playing both sides of the argument between her two characters despite supposedly having no time to prep.
- At the start of the game, Kylo Ren kills Lor, with no rolls or hesitation to show how she plans to play Kylo Ren. It's quite possible she'd actually discussed that with Ben ahead of time, and he'd always had Hux in his pocket to play as his planned main (before Chewie's unplanned return)
- The GM did surprise Sally with playing Darth Kanata, but she instantly figured things out from his notes and rolled with it. (Side note: Kanata -> Incarnate -> Someone reborn in a clone body? Obvs not anyone who already got a darth title or is still alive, which means probably a prequel trilogy character. Could it somehow be Mace...? Sally didn't have any Solo characters until after Katana's introduction...)
- Admiral Holdo was intended be the aide to the actual new commander, yet another plan for the GM and Sally to work together.
