Well, the grid is labeled in octal. At a guess, we're supposed to decode the cryptogram(s), and put messages in the grid, then move about the grid from the indicated starting points (only one starting point is explicitly indicated) and get a new output. What messages to put in I don't know, it doesn't look like the submission text fits at a glance.

Move around the grid with the correct messages in place to get the three things you need for that. Each line of movement symbols is presumably one character in the output.
