I think Will is Acerak, somehow. The government that built this whole dungeon for whatever reason (since this is IWC, they probably take orders from the Man In Black, so we have to imagine it's a dumb reason) needed a lich to complete it, so they kidnapped Will and stuck him in here to play the role.
